Job Description
Project Background:
Plan TL's WASH (Water, Sanitation and Hygiene) programme is currently located in 2 Districts: Aileu and Lautem. In both districts, activities are implemented through local NGOs (4 in total) where the WASH team's role is to support the technical and management aspects of the project's implementation. The four objectives of the programme are:
  • Improved sanitation and hygiene knowledge and practices in 107 villages and 21 associated primary schools.
  • Improved and sustained access to sanitary facilities for the disposal of human excreta in 107 villages and 21 associated primary schools.
  • Sustained access to safe and socially-inclusive water supply to households and schools provided in 107 villages with emphasis on productive water uses.
  • Enhanced capacity of District Government offices, partners and community-based organisations to plan, implement and monitor improved WASH-sector improvements.
Role Description:
In 2010-11 an EWB volunteer worked on WASH programmes with Plan Timor-Leste and local NGO partners in Aileu District. The new volunteer is expected to continue on from the previous volunteer's work in Aileu to capacity build the local partners NGOs. This position also will require regular visits to the head office in Dili to coordinate with other Plan Timor-Leste programmes.
The volunteer's objectives will include:
  • Improving Plan's local NGO partners' capacity to undertake technical surveys, hydraulic analysis and quality construction works for both water supplies and sanitation facilities.
  • Making recommendations on potential pilot technologies and plans to diffuse them at the District level.
  • Assist local organisations and Plan TL understanding of the Government of Timor-Leste's policies and guidelines.
  • Supporting the Plan WASH program staff to understand and communicate the guidelines for both water supply and sanitation with stakeholders in the Districts.
*There are two positions available - one in Aileu District and one in Lautem District.
It is envisaged that the EWB volunteer would be field based and work with all local NGOs in partnership with Plan TL's WASH Program Manager in charge of the program's implementation. This new EWB volunteer will consolidate and ensure the sustainability of work undertaken by an earlier EWB assignment that finished in 2011.
Timing
The role consists of three important phases beginning October 2012, including a 12 month field placement in country commencing on approximately 7th January 2013.
Phase 1: Pre-departure –October 2012
  • Pre-departure preparation (medical clearances, training, administrative)
  • Linking with the Australian based EWB project team if required for the project
  • Linking with a local EWB chapter to enhance your resources and support networks and create opportunities for sharing your experience with members
  • Identifying additional resources and support for the project
  • Communicating with the Partner Organisation to discuss and clarify the project and role requirements
Phase 2: Field operations – January 2013
  • Departure to host country and partner organisations
  • Working alongside your counterpart within the partner organisation to meet your position objectives and build organisational and technical capacity
  • Linking with EWB Field Officers to develop appropriate 'Learning & Change' materials to share with EWB members and partner organisations
Phase 3: Post field alumni – 2014
  • Return to Australia to collaborate with the project team, knowledge hub (if relevant) and with an EWB chapter for a minimum period of 12 months - this is on a casual volunteer basis – e.g. one evening a fortnight
  • Participate in various EWB events including the National Conference and intake presentation evenings
  • Participate in the development and dissemination of 'Learning & Change' materials within the EWB community
  • Mentor future field volunteers preparing to work with the partner organisation
To fulfil this role, the volunteer will receive an allowance for living and basic accommodation while overseas, airfares to your host country at the commencement and completion of the placement, travel and emergency evacuation insurance, technical and personal support from EWB staff and chapters. Desired Skills & Experience
We are looking for people who want to make a difference through a challenging cross-cultural experience, who are committed to having positive impact in overseas communities through all aspects of their placement, and who are willing to share their experiences with others to create change within the engineering sector in Australia. The applicant must be either an Australian or New Zealand citizen or resident, or have a formal and ongoing connection to Australia.
It is important that our volunteers understand that they will be working to build local capacity, rather than manage and deliver a project themselves, and this should always be their key focus.
For this particular role, it is essential that the candidate has:
  • Undergraduate degree in civil engineering or related qualification
  • Pro-active attitude, patience and ability to adapt to various working environments
  • Respect for diversity and cultural differences and interest in Timorese culture
  • Familiarity with water supply design and site construction of reinforced concrete works
  • Good ability to ride motorbikes, preferably motorbike license or willingness to obtain before arriving
  • Able and willing to live in simple accommodation and remote locations (2 hours from the capital)
The ideal candidate would also have meeting the following desirable criteria:
  • Site experience and experience with pipe fittings

  • Familiarity with Timor-Leste context
  • Aptitude to learn foreign languages.

    I. Profile of the Post
    Project: Strengthening Parliamentary Democracy in Timor-Leste
    Type of Contract : Letter of Agreement Between the National Parliament and UNDP
    II. Organizational Context
    Timor-Leste became independent in 2002. A democratic semi-presidential governance system based upon separation of powers and mutual cooperation of the institutions of state was developed. The National Parliament is the cornerstone of the democratic system and good governance. It is currently comprised of 65 members. It is headed by the President of the National Parliament. Nine political parties have constituted their benches. Detailed parliamentary scrutiny of legislation and government actions is delegated to nine standing committees of multi-party composition. The parliamentarians are supported in their work by a Secretariat of approximately 126 staff, headed by a Secretary General. The Secretariat comprises 92 permanent staff, 10 temporary staff and 24 political appointees. The Secretariat is divided into three directorates and twelve divisions, which assume responsibility for the work in general. This organizational structure is under establishment and functions following the new 2008 Lei de Organização e Funcionamento da Administração Parlamentar or Law of Organization and Functioning of the Parliamentary Administration (LOFAP).
    The National Parliament was established from scratch in a setting of largely inexperienced parliamentarians; an acute shortage of skilled personnel and significant language barriers. Systems and processes are in the early stages, in some cases, and non-existent in others. Achievements are not yet consolidated and many challenges can only be overcome with long-term assistance. UNDP has supported the growth of the legislature since 2003.
    The UNDP Parliament Project consists of two project awards:
    1.  Multi-donor project, Strengthening Parliamentary Democracy in Timor-Leste. This is a continuation of the previous two projects (2003-2005 and 2006-2009) and has a new project document for the period 2010-2013. 
    2. European Union (EU) funded project, Strengthening Institutional Capacity of the National Parliament in Timor-Leste. This is a new parliamentary capacity development project for which a project document has been signed for the period 2011-2015.
    The objectives of the new multi-donor project (2010-2013) are:
    • to support the consolidation of parliamentary processes by continuing to provide technical expertise and advisory assistance;
    • to expand and integrate existing capacity building initiatives into a comprehensive capacity development strategy; 
    •  on the basis of this capacity-development strategy and in close coordination with National Parliament, to articulate and lay the groundwork for a capacity transfer and national ownership over the project.
    The objective of the EU-funded project is to enhance the Parliament's ability to fulfil its mandate in overseeing the Executive by
    • enhancing institutional capacity and expertise of staff, and 
    •  enhancing the knowledge of Members of Parliament.
    Within the framework of the UNDP Parliament Project, the Legal Gender Advisor position will fall under the multi-donor-funded project. A Letter of Agreement between UNDP Timor-Leste and the National Parliament of Timor-Leste will support the position.
    Gender mainstreaming support is one of the main components of the project. In this regard, the project has been supporting the Women Parliamentarians Caucus (Grupo das Mulheres Parlamentares de Timor-Leste or GMPTL) and the Gender Resource Centre (GRC) in developing their Legislative Agenda and Action Plan. Moreover, capacity development of women Members of Parliament (MPs) has been promoted through seminars, technical assistance and international study and exposure missions. With UNDP support, and as envisaged in the National Parliament legal framework, the GRC has now evolved into a Centre for Capacity Building and Information on Gender Equality (CEGEN), within the Secretariat of the National Parliament.
    The National Parliament and its Secretariat require additional support in developing sustained capacity for gender-based policy analysis and gender mainstreaming in legislative process es. To accommodate the increasing demands in the area of gender mainstreaming support, a Legal Gender Advisor is being recruited.
    III. Functions/Key Results Expected
    The Legal Gender Advisor will be directly supervised by the UNDP Project Manager with indirect supervision by the Secretary General of the National Parliament of Timor-Leste. The Advisor will perform the following functions:
    Summary of Key Functions:
    • Provide advisory support to ensure that gender issues are considered universally in the activities of the new Legislature;
    • Strengthen gender-based knowledge of GMPTL, CEGEN, the Standing Committees and MPs in general in initiating and scrutinizing the legislation;
    • Provide support to the UNDP Parliament Project.
    • Provide advisory support to ensure that gender issues are considered universally in the activities of the National Parliament:
       Provide advice during plenary debates to ensure compliance with the Constitution, Rules of Procedures of the National Parliament and all the relevant legislation in Timor-Leste;  Support the Parliament Secretariat management in developing and implementing a strategy to ensure gender equality in the Secretariat;  Assist in the capacity building of CEGEN staff;  Support the CEGEN in the production and dissemination of research and outreach materials;  Assist the CEGEN in the production of training manuals and programmes on gender impact analysis for Secretariat staff;  Promote dialogue between Parliament, Government and CSOs on gender issues;  Observe and transfer parliamentary international best practices adapted to the Timorese context.
    • Strengthen gender-based knowledge of GMPTL, the CEGEN, the Standing Committees and MPs in general in initiating and scrutinizing the legislation:  Provide legal expertise and advice to newly elected MPs and Standing Committees to mainstream gender when scrutinizing and initiating the legislation;  Organize trainings and workshops on gender issues tailored to the needs of new MPs;  Provide legal gender advice to MPs, GMPTL and CEGEN in the development of gender strategies and policies;  Provide legal advice to GMPTL and MPs in the development and implementation of annual gender-based work-plans;  Assist GMPTL to connect with homologue groups in other parliaments and to access international training opportunities;  Support Parliament in enhancing gender-responsive budgeting processes.
    • Provide support to the UNDP Parliament Project:  Prepare and submit regular reports to UNDP through the Project Manager of the Parliament Project including compliance with monitoring and evaluation requirements: advisor logs, quarterly reports, annual report, and ad-hoc inputs to project reports;  Provide inputs to Project Work Plans relevant to the portfolio;  Participate in Project Meetings/workshops: Monthly meeting, team meeting, mid-term review meeting, and annual review meeting;  Undertake relevant works as required by the Project Manager.
    IV. Impact of Results
    • Increased capacity of GMPTL, CEGEN and MPs to address gender issues in Parliament.
    • Full consideration of gender mainstreaming in legislative process es.
    • Legal gender opinions incorporated into analysis of bills.
    • Reports of the analysis of gender mainstreaming in the legislative process .
    • Gender-responsive budgeting process in National Parliament.
    • Gender strategies for the Parliamentary Secretariat developed.
    • Training materials developed, training implemented and sustained increase in capacity of Secretariat staff achieved.
    • Creation of outreach materials on gender mainstreaming to improve knowledge amongst citizens.
    • Good situational awareness of the achievement of objectives through submission of regular progress reports to UNDP (Weekly Logs, Quarterly Reports, and Annual Reports).

      Education
    • Master's degree in law required.
    • Qualification in gender studies a distinct advantage.

    • Gender mainstreaming experience in budgeting process.
    • Experience in designing and implementing gender-based training programmes for parliamentarians is highly desirable.
    • Experience in providing advisory services and mentoring.
    • Experience in post-conflict situations/developing countries.
    • Knowledge of international human rights standards and instruments.
    Language Requirements
    • Excellent command of written and spoken Portuguese is essential.
    • A good standard of written and spoken English is required.
    • Knowledge of Tetum or Bahasa Indonesia is an advantage.

    TIMOR-LESTE SCHOLARSHIP PROGRAM 2012

     ANNOUNCEMENT

    Pending U.S. Department of State funding, the East-West Center is pleased to announce the 2012 United States–Timor-Leste (USTL) Scholarship Program competition. The Program, funded by the Bureau of Educational and Cultural Affairs of the U.S. Department of State, is a competitive, merit-based scholarship program open to East Timorese who meet specific selection criteria.
    The objective of the Program is to identify and support the education of academically talented East Timorese who are in the future expected to assume leadership roles in Timor-Leste. Following a “bridge” year of intensive English language preparation, the scholarship provides the opportunity to pursue the associate of arts (two-year) degree or a bachelor’s (S1) (four-year) degree study at a university in the United States, in fields that are directly relevant to the needs of the country. It will also enable the recipients to obtain a broader understanding of the United States. The scholarship program will include a summer internship in Washington, D.C. as well as a four to five week community service project in Timor-Leste.
    Eligible fields of study emphasize areas of critical development needs in Timor-Leste. Students admitted to the undergraduate degree program will pursue fields of study related to agriculture, business, communication, computer science, economics, education, environmental sciences, international relations, political science, psychology, urban planning.

    With program funding from public and private donors, CRS/Timor Leste (CRS/TL) currently works in three program areas: 1) Health and HIV, 2) Peacebuilding and Governance, and 3) Livelihoods.  CRS/TL anticipates substantial growth of its health program portfolio to help meet the country’s needs in mother/child health, TB control and prevention, and malaria prevention.  Livelihoods programming is another are where CRS is expected to grow; currently CRS works in strengthening food storage facilities and climate change adaptation program in the eastern districts.  CRS has been active in community stabilization, peacebuilding and civil society strengthening. A key aspect of CRS/TL’s work is working with local partners; these include the Justice and Peace Commission of Dili Diocese, Caritas/Baucau, Caritas/Dili, Caritas/Maliana, Klibur Domin and other Catholic Church partners and secular partners based in the districts.
    Job Summary:
    CRS/TL seeks an experienced monitoring and evaluation practitioner to serve as the Monitoring, Evaluation Officer to support the Country Program’s implementation of its overall programming efforts based out of its Baucau office..  This position is key to second the current M&E and Learning Coordinator to improve the quality of evidence-based programming through solid data management.
    The person will be responsible for providing all programming monitoring and evaluation and information management associated with the programs run out of the Baucau office, including but not limited to projects focused on food security, nutrition, climate change adaptation and natural resource management. The M&E Officer will provide training to CRS field and partner staff in utilizing the project M&E tools which meet CRS M&E Standards and donor requirements. The M&E Officer will work closely with the M & E and Learning Coordinator to ensure monitoring and evaluation of program progress and impact, in collaboration with partner staff.
    Job Responsibilities:
    100% level of effort for other M&E tasks, but not limited to:
    • Support the M&E and Learning Coordinator, consortium members, partner staff and key stakeholders to design and implement quality needs assessments, baseline study, mid-term evaluation/review and final evaluations using participatory methods.
    • Facilitate discussion and use of M&E results in regular project meetings
    • Support project staff in develop success stories
    • Support project staff in regular updates of their project’s M&E binders in accordance to CRS Global M&E Standards, the Asia M&E Guidance Series, and any donor M&E requirements
    • Support project staff in meeting reporting deadlines according to CRS and donor requirements
     
    Qualifications and Skills:
    • University or institute degree in social sciences, statistics, econometrics, management, rural development or other related degree.
    • Minimum 2 years of progressive experience in managing M&E system for projects in community-based development projects.
    • Experience implementing M&E plans, development of indicators and objectives, evaluation planning, data entry, and data analysis.
    • Experience in conducting surveys, focus group discussions and trainings, participatory rural appraisal, other data collection methods.
    • Experience in facilitation of capacity building efforts with diverse colleagues, including those in local partner agencies, is preferred.
    • Attention to detail and an ability to work effectively under tight deadlines.
    • Flexibility to work both in a team and independently
    • Strong English skills, both written and spoken.
    • Proficiency in Microsoft Office suite, including Outlook, Word, Excel, and Power point, is required. Familiarity with SPSS is desirable.
    • Ability to travel 60% of time to field locations
    • Experience working in collaboration with government counterparts, donors, the Church, NGOs, and community-based organizations.
