CONTEXT
Oxfam has been supporting development and humanitarian work in Timor-Leste for over 30 years and currently implements a mutli-sectoral program by working in partnership with civil society organisations, communities and government. The current Oxfam program includes work towards four change goals – Economic Justice, Essential Services, Gender Justice and Rights in Crisis.
SCOPE OF POSITION
This is a management position within the Program Support Unit. Working as a counterpart to the Program Support Manager, the Partner Support Coordinator will take the lead on all partner administration, and over time will take on further responsibilities within the Partners Support Unit. A key aspect of this role will be to ensure that Oxfam’s partner grant administration processes are both timely and responsive to the needs of partners, whilst ensuring that administrative requirements of the Oxfam program management system are followed in Oxfam’s work with partner organizations. The Partner Support Coordinator will assist Oxfam staff members with the administration of partner grants and ensure there is appropriate written documentation of meetings and discussions relating to partners. The position will also support compliance checks on Partner finances and provide ongoing support and mentoring to Partner administrative staff. The position will provide mentoring, ongoing support and effective capacity building to partners in the areas of financial management. This position requires significant domestic travel to the districts.
Successful Candidates will have the following experience:
• Good coordination skills and an ability to work across teams to get work in motion
• High level financial management skills with the ability to build the capacity of others in this area.
• At least five years experience in the successful delivery of financial management services in an NGO environment.
• Ability to work in a systematic and organised manner and within deadline
• Solid understanding of the basic principles of accountability and transparency
• Experience maintaining an orderly an up-to-date filing system
• Knowledge of and experience in working with program management cycles, preferably with Oxfam’s Program Management Manual.
• Excellent training and facilitation skills
• Advanced computer skills, including excel, word and electronic mail.
• Excellent written communication skills with experience preparing contracts and written correspondence
• Fluency in Tetun or Bahasa Indonesia and written and spoken competency in/ English
• University degree in a relevant field and/or substantial professional experience in administration, finance or related area in either in the private or non-profit sector

HI implemented in 2011 a comprehensive assessment process on disability and inclusion in Timor-Leste. It involved the 2 DPOs formally established in Timor Leste as well as local and international NGOs working for PWD gathered under the Disability Working Group .The National Directorate for Social Assistance of the Ministry of Social Solidarity (MSS) in charge of the inclusion of persons with disabilities at national level as well as the Inclusive Education Unit of the Ministry of Education were also consulted. Position Title             : Project Manager

TASKS/RESPONSIBILITIES
Under the line management of the Operational Coordinator, the Project  Manager will work closely with the partners of the project: Ministry of Social Solidarity, Ministry of Education, DPOs, and local NGOs involved in the Disability Working Group.
 The tasks required to ensure he/she can meet with the objective of the project are:
* Conduct baseline data collection with the targeted groups
* Develop ToR and budget for capacity building activities
* Manage and organize trainings, workshops and seminars with Ministries, DPOs and NGOs
* Provide technical guidance to DPOs partners for their participation in advocacy, awareness on the national policy for PWD
* With the support of relevant advisors in the Program, provide coaching to MSS on national action plan development
* Provide technical support to the establishment of an oversight mechanism for the National Disability Policy
* Facilitate technical assistance and coaching to DPOs and local NGOs in proposal development process
* Supervise the implementation of a small grants process
* To represent the project in front of partners and authorities
* Preparing and maintaining the partnership relation with third parties/stakeholders
* Set-up a Lessons Learned and good practices collection process
* Monitori and report the progress of the project to line manager

DUTY STATION: The Project Manager will be based in Dili, Timor Leste.
 PERSONAL QUALIFICATIONS AND REQUIREMENTS
Essential:
*Higher Education in disability study, disability law, political science or other relevant disciplines
*Minimum 2 years of experience with International organization
*Minimum of 3 years practical experience in the field of disability and/or support to civil society
*Excellent written and  spoken English
*Diplomacy and ability to facilitate and negotiate
*Experience in support to public policy/planning development


Desired:
* Experience in  support to national authorities (work with a ministry or a national agency)

Also required is a Master's or Doctorate degree in a field related to Foundation interests; strong team building, representational, and diplomacy skills; demonstrated management skills and experience with supervision of multi-disciplinary teams; strong analytical and problem solving skills; excellent verbal and written communication skills, including public speaking experience; and proven interpersonal and intercultural skills. Living and working experience in Asia is highly preferred.

The Royal Australasian College of Surgeons is seeking a Graduate or student with monitoring and evaluation expertise to work in Timor Leste (East Timor)

ACTIVITIES
The 'Australia Timor Leste Program of Assistance for Secondary Services' Phase II (ATLASS II) Program commenced in July 2012 and aims to contribute to the creation of a comprehensive, high quality health service that results in a healthier Timorese population. The implementing agency, the Royal Australasian College of Surgeons (RACS), is working closely with the Timor Leste Ministry of Health (MoH); staff at Hospital Nacional Guido Valadares (HNGV) in Dili and at referral hospitals; and other supporting organisations to deliver the Program. The Program's main activity is dedicated to building the capacity of the Timorese health workforce through a range of formal training, mentoring and support activities.
The Program is seeking an M&E Officer to work with the in-country ATLASS II project team, the MOH and the HNGV to establish and implement the Program's M&E framework and to build the capacity of a Timorese counterpart in M&E processes. They will assist with data identification, collection, storage and analysis, and prepare results for reporting to the MOH, RACS, AusAID and other stakeholders. The M&E Officer will also work to develop national staff capacity in research and evaluation by reviewing existing tools and data, advising on improvements to current approaches and systems, and providing training, coaching and general guidance to their counterpart and other relevant staff.
LOCATION
The M&E Officer will be based in Dili at the HNGV and work closely with the RACS Team Leader and Program Management Office In-country.
Assistance with the identification of suitable, secure and affordable accommodation will be provided by the In-country Management Team and Host Organisation.
THE PROGRAM
The Timor Leste Program, managed by RACS and funded by AusAID, currently employs six full-time clinicians at HNGV and coordinates around 16 specialist team visits across Timor Leste per year.
