The Human Resources assistant assists with the administration of the day-to-day operations of the human resources functions and duties. The HR assistants carries out responsibilities such as recruitment and induction process of new hire, HR Administration and provide a quality HR service to the staff in accordance with Plan’s Standards and complying with Plan’s corporate policies and procedures.

Responsibilities 

Indicators for Success

Human Resource general management

  • Conduct the administrative work on the Human Resources management. Manage the filing of personnel information. Prepare the correspondence on the HR matters
  • Manage the local database for staff attendance and provide summary report to respective managers
  • Under the guidance of HR Coordinator, update the HR Information System (HRIS)
  •  Prepare the contract of the consultant, casuals, temporary staff with the input from respective managers

Recruitment and induction of new staff

  • Process the recruitment of new staff, including advertisement, interview and contract preparation.
  • Arrange the induction process for new hire
  • Do the administration of the new hire in the HR Information System (HRIS). Facilitate HRIS training/induction to new hire

Performance Management

  • Understand Plan Performance Management process and policy and provide advice to staff on the process
  • Gather the required information on the performance management process
  • Assist the HR Coordinator managing employee training plan initiatives as per IAP and PDP
  • Support HR Coordinator on review the implementation of Learning and Development plan

Compensation and Benefits Management

  • Prepare the payroll master file each month, distribute payslip to relevant staff and file signed copy
  • Ensure Plan’s procedure on resignation is followed in the event of employee resignation, i.e. employee clearance, final payment calculation, exit interview
  • Process the medical claim reimbursement and file the medical documents in HR file
  •  Update the information of dependents

Other Responsibilities:

  • Carries out any other duties that may be assigned by the Supervisor within the competencies required by the job.
  • Provides support and assistance to the CO and PU outside regular hours as and when required.

Skills, experience, other requirements
  • University Degree in related field preferred - Administration, management
  •  2 years experience in HR/ Administration
  • Fluency in both English and Tetun
  • Experience in working with people from wide range of skills and backgrounds

Background

Timor-Leste is a Party to the CBD since 2007. The country’s NBSAP (2011-2020) is being approved in February 2012. Timor-Leste reported first to the CBD through the 4th National Reports in May 2012. The next reporting obligation is due this year. Accurate and comprehensive collection of the relevant data will involve consultation with many stakeholder groups. Inputs from all relevant sectors including industry, education, agriculture, forestry, fisheries, tourism, etc. are critical to a meaningful portrait of the status of implementation of the CBD. Because of the financial support from the Global Environment Facility (GEF) to facilitate the reporting process, UNEP as the implementing agency will also be involved.

 

Objective

The Project Assistant will be assisting and supporting the Project Manager in his work. The Project Assistant will help to run all planning, organizational and management day-to-day project activities required to successfully conclude submission of the 5th National Report. The Project Assistant will also support the work of the international consultant - Senior Short Term International Expert (SSTIE).

Tasks
  • Supporting administrative-financial management (i.e., managing implementation of the project through assistance in budgeting, procurement, and support in monitoring/auditing these actions in close collaboration with GEF-UNEP)
  • Assisting the SSTIE upon the request by the Project Manger particularly in collecting data and information
  • Helping to award all service contracts for specialized tasks such as facilitation of national workshops, training realization, Report translation, etc.
  • Supporting interactions with stakeholder groups and partners, and assisting in convening stakeholder workshops
  • Supporting coordination of the thematic working groups (Forest Biodiversity, Agro-Biodiversity, Marine and Coastal Biodiversity) that will be established at the beginning of the project, assisting in collecting their draft reports for review by the Steering Committee
  • Assisting in supervising, coordinating and delivering of all project outputs such as stakeholder workshops, consultations, the 5th National Report etc.
  • Assisting as the public launch of the Report
  • Assisting in commissioning the translation of the completed Report in the country’s local language (Tetum)
  • Supporting organization of trainings on further implementation of NBSAP
  • Assisting with publication of key findings and conclusions from the Report to the general public
  • Assisting with any other duties requested either by the Project Manager or the Project Management Team
Qualifications and Skills:
  • Bachelor/Master degree in MBA, or a related field;
  • At least four years of relevant working experience (i.e., mainly in administrative-financial management, and liasing with stakeholders) of which one should be within a context of environmental policies;
  • Experience in organizing meeting/workshops;
  • Some experience to produce public awareness materials;
  • Very good command of written and spoken English and Tetum (alternatively Bahasa Indonesia);
  • Ability to work result oriented under tight deadlines;
  • Experience in intercultural communication, strong commitment to diversity and tolerance;
  • Experience in working with East-Timorese NGOs, authorities, and local communities is of advantage;

Qualifications and Skills:

·         Degree in environmental governance, MBA or a related field;

·         At least 7 years of relevant working experience of which four must be within a context of environmental policies including some experience in implementing multi-disciplinary projects;

·         Demonstrated skills in leadership and management of projects, including planning, budget administration and management in close collaboration with the donor

·         Proven experience in organizing meeting/workshops;

·         Proven ability of communicating information on environmental issues to stakeholder groups;

·         Proven ability to produce public awareness materials and deliver presentations as well as chair workshops;

·         Excellent command of written and spoken English and Tetum (alternatively Bahasa Indonesia);

·         “Self-starter” ability, abilities to work independently and result oriented under tight deadlines;

·         Experience in intercultural communication, strong commitment to diversity and tolerance;

·         Strong interpersonal skills, including the ability to motivate and mentor and develop harmonious teams in a cross-cultural environment;

Purpose:
     Under the supervision of Child Protection Specialist, L-3, contribute to adolescent project data analysis. planning, administration, implementation, monitoring, progress reporting and evaluation including teamwork.



Major Duties & Responsibilities:
1. Communicates with counterpart, partners' local authorities on Youth Participation project details, specifically follow-up on the Youth Parliament. Participate in planning and design, meetings, implementation and review
of project activities. Recommends courses of action to the supervisor. Analyzes project status, organizes periodic reviews and recommends appropriate adjustments.

2.   Investigates Youth Participation project related queries regarding authorization, delivery or payments. Follows up with Finance, Administrative, Supply and Programme staff on processing of payments, advances to governments and liquidation of accounts. Monitors the flow of Youth Participation project and related supply and non-supply assistance to local authorities. Drafts supply and financial documentation. Collects and records information on supply/non-supply inventory, distribution and utilization. Ensures that activities are in accordance with workplans. Monitor PEA in VISION. Draft, review and finalise requisition and payment documents in VISION. Provides updated information on project financial and administrative status for analysis and report purposes.

3.   Collaborates with other colleagues in the Section as well as Education, Health Nutrition, WASH and Social Inclusion on the planning, implementation and review of activities related to adolescent development and participation, such as Student councils, lifeskills education, violence prevention, teenage pregnancy prevention. etc

4.   Undertakes ongoing field visits to UNICEF project sites for monitoring, participation or observation of Youth Participation project activities and local conditions. Prepares routine reports on results of visits and project progress. Recommends adjustments and follow up on recommendations.
5.   Collects and assembles data and background information with regard to adolescents and youth in Timor­Leste, advocating for their rights to be fulfilled.

6.   Drafts project budgets, ensuring accuracy and appropriateness of coding in accordance with PIDB system. Drafts and issues updated status reports

7.   Drafts sections of donor. annual and other reports, as required.

8.   Undertakes arrangements for visits to project sites for government and other partners, which include providing information and briefing on project activities and status

Requirements:
Education: 
University degree in Social Sciences, or a related technical field.

Experience: Minimum of two years professional work experience in the field of youth development, youth capacity building and or your participation project plus minimum of one year experience in project administration including data collection and analysis. UNICEF experience is an asset.

Computer: Good knowledge of computer management and application skill, Knowledge of Excel applications an asset.

Language(s): Fluency in English and Tetum. Knowledge of other UN languages is an asset.

The HR assistants carries out responsibilities such as recruitment and induction process of new hire, HR Administration and provide a quality HR service to the staff in accordance with Plan’s Standards and complying with Plan’s corporate policies and procedures.

Human Resource general management
  • Conduct the administrative work on the Human Resources management. Manage the filing of personnel information. Prepare the correspondence on the HR matters
  • Manage the local database for staff attendance and provide summary report to respective managers
  • Under the guidance of HR Coordinator, update the HR Information System (HRIS)
  • Prepare the contract of the consultant, casuals, temporary staff with the input from respective managers

Recruitment and induction of new staff
  • Process the recruitment of new staff, including advertisement, interview and contract preparation.
  • Arrange the induction process for new hire
  • Do the administration of the new hire in the HR Information System (HRIS). Facilitate HRIS training/induction to new hire

Performance Management
  • Understand Plan Performance Management process and policy and provide advice to staff on the process
  • Gather the required information on the performance management process
  • Assist the HR Coordinator managing employee training plan initiatives as per IAP and PDP
  • Support HR Coordinator on review the implementation of Learning and Development plan

Compensation and Benefits Management
  • Prepare the payroll master file each month, distribute payslip to relevant staff and file signed copy
  • Ensure Plan’s procedure on resignation is followed in the event of employee resignation, i.e. employee clearance, final payment calculation, exit interview
  • Process the medical claim reimbursement and file the medical documents in HR file
  • Update the information of dependents

Other Responsibilities:
  • Carries out any other duties that may be assigned by the Supervisor within the competencies required by the job.
  • Provides support and assistance to the CO and PU outside regular hours as and when required.

Skills, experience, other requirements
  • University Degree in related field preferred – Administration, management
  • 2 years experience in HR/ Administration
  • Fluency in both English and Tetun
  • Experience in working with people from wide range of skills and backgrounds

Vacancy for 5 Positions of Assistant Regional Engineer (UN Salary Scale NOA)

R4D is the Government of Timor Leste’s leading national Rural Roads Development and Capacity Building Program, implemented through the Ministry of Public Works, with financial assistance from the Australian Government and technical assistance from ILO.

To support its five international Regional Engineers, R4D intends to recruit five Timorese Assistant Regional Engineers to assist and support the international Regional Engineers in all the aspects of their work. This includes district-level coordination and planning, the implementation of surveys, the preparation of designs and costs estimates, tendering for works, the provision of training to local contractors and staff of the Ministry of Public Works, site supervision, quality control, monitoring and reporting.

Applicants should have a university degree in civil engineering and at least 5 years of relevant working experience, of which at least 3 years in the (rural) roads sector. Experience with the management of contractors is required. Experience as a trainer is an advantage. Candidates should have a good command of spoken and written English and should have good communication skills and knowledge of computer applications. Candidates should have a valid motorbike driving license and be able to drive a motorcycle in difficult terrain/road conditions. It is expected that the Assistant Roads Engineer will have to spend 60-80% in the field.
