Oxfam Timor Leste program is looking for two National positions for Deputy Program Manager and Monitoring Evaluation and Learning Advisor (re-advertised).

  Deputy Program Manager

Based in Dili
  The Deputy Program Manager is responsible to work together with the Program Director and the Program Manager to manage the integrated Community Led Rural Development Program and National Policy and Advocacy programs and lead a team of technical staff to strengthen mainstreaming of advocacy, gender, DRR, livelihood strategies and literacy.
  • Relevant university degree or equivalent education and professional experience.
  • Technical skills in one or more fields of relevance related to the Oxfam program – emergency response, gender, livelihoods, literacy, and disaster risk reduction.
  • Experience in working with civil society organizations and in strengthening their capacities, both in program effectiveness and in organizational development.
  • Experience in developing programs and integrating different program thematic areas desirable
  • Experience in managing staff and programs.
  • Experience in facilitating learning processes and training.
  • Successful experience in policy level advocacy work on issues of relevance to the Oxfam program desired
  • Good written and oral communication skills in English, Tetum and/or Bahasa Indonesian.
 
Monitoring Evaluation Learning ADVISOR

Based in Dili

Monitoring Evaluation and Learning (MEL) Coordinator is responsible to provide technical support to program staff and local NGO partners for a successful implementation of Oxfam Country program. The MEL Coordinator will contribute inputs into effective programming and advocacy initiatives. In order to learn from within the organization and from external sources, the MEL Coordinator position promotes documentation and dissemination of standards and best practices. Coordinate reflection and planning sessions with the partner’s in the districts and at the national level as desired by the supervisor.
  • Understanding qualitative and quantitative program information and how can improve the system of an organization.
  • Research skills required in gathering information and learning through a variety of channels for specific topics.
  • Strong influencing, negotiating and networking skills, conceptual and analytical skills with a practical perspective.
  • Experience work and develop monitoring and evaluation tools
  • Team player but able to work independently and with self-motivation; diplomatic skills with cultural diversity.
  • Understanding different approaches of donors, Oxfam affiliates and effectively work in multiple systems.
  • Excellent communication skills both in written and verbal in Tetun/Bahasa Indonesian with strong proven skills in English language
