World Vision Timor Leste, a non-profit Christian Humanitarian Organization, committed to working with the poor and vulnerable, is seeking qualified national staff to fill the vacant position of: RESOURCE MOBILIZATION ASSOCIATE MANAGER
Purpose of position: The Resource Mobilization Associate will be responsible for supporting the Resource Mobilization Manager in the acquisition and maintenance of new and existing donor funding, including grants, World Vision Private Non-Sponsorship (PNS) and corporate funding. In detail this means the position holder will support the identification of funding opportunities, project planning and development together with technical specialists and Area Managers in the districts and grant proposal writing according to various donor requirements. The Resource Mobilization Associate will also support relationship building with donors, communication of project related information and reporting, and achievement of an effective project management cycle.
The Resource Mobilization Associate is accountable for:
  • Support to grant proposal writing in partnership with Area Programs and the PD Technical staff
  • Maintaining the WVTL Project Master with existing projects, pipeline funding and prospected resource opportunities (regular updating) under direction of the Resource Mobilization Manager  
  • Updating project documents and information onto the WV Horizon database  
  • Support to identification of potential new donors and available funding opportunities for WVTL  
  • Provide program updates as needed to key WV support offices, the Regional Office, donors and partners  
  • Working closely together with other departments (Operations, Communications) and sharing information effectively for the production of program overviews, collaterals, etc.  
  • Coordination and follow up with DME department and Area Managers to ensure timely submission for Semi-Annual and Annual Reports

  • Review semi-annual and annual reports and provide feedback for improvement from a grants compliance perspective to Horizon Work Product Editors/Creators

SCOPE OF POSITION
This is a management position within the Program Support Unit. Working as a counterpart to the Program Support Manager, the Partner Support Coordinator will take the lead on all partner administration, and over time will take on further responsibilities within the Partners Support Unit. A key aspect of this role will be to ensure that Oxfam’s partner grant administration processes are both timely and responsive to the needs of partners, whilst ensuring that administrative requirements of the Oxfam program management system are followed in Oxfam’s work with partner organizations. The Partner Support Coordinator will assist Oxfam staff members with the administration of partner grants and ensure there is appropriate written documentation of meetings and discussions relating to partners. The position will also support compliance checks on Partner finances and provide ongoing support and mentoring to Partner administrative staff. The position will provide mentoring, ongoing support and effective capacity building to partners in the areas of financial management. This position requires significant domestic travel to the districts.
Successful Candidates will have the following experience:
• Good coordination skills and an ability to work across teams to get work in motion
• High level financial management skills with the ability to build the capacity of others in this area.
• At least five years experience in the successful delivery of financial management services in an NGO environment.
• Ability to work in a systematic and organised manner and within deadline
• Solid understanding of the basic principles of accountability and transparency
• Experience maintaining an orderly an up-to-date filing system
• Knowledge of and experience in working with program management cycles, preferably with Oxfam’s Program Management Manual.
• Excellent training and facilitation skills
• Advanced computer skills, including excel, word and electronic mail.
• Excellent written communication skills with experience preparing contracts and written correspondence
• Fluency in Tetun or Bahasa Indonesia and written and spoken competency in/ English

Position Title             : Project Manager

TASKS/RESPONSIBILITIES
Under the line management of the Operational Coordinator, the Project  Manager will work closely with the partners of the project: Ministry of Social Solidarity, Ministry of Education, DPOs, and local NGOs involved in the Disability Working Group.
 The tasks required to ensure he/she can meet with the objective of the project are:
* Conduct baseline data collection with the targeted groups
* Develop ToR and budget for capacity building activities

DUTY STATION: The Project Manager will be based in Dili, Timor Leste.
 PERSONAL QUALIFICATIONS AND REQUIREMENTS
Essential:
*Higher Education in disability study, disability law, political science or other relevant disciplines
*Minimum 2 years of experience with International organization
*Minimum of 3 years practical experience in the field of disability and/or support to civil society
