Quality and Inclusion at MDF

Quality and Inclusion (Q&I) is central to MDF’s implementation approach. Before approving any new intervention, MDF develops concept notes and results chains outlining proposed activities, and expected outputs and outcomes, including for women and vulnerable groups. Full results measurement plans are later developed for each intervention and used to guide implementation. All MDF technical personnel are involved in Quality and Inclusion activities.

About the Role

This is an exciting, multi-faceted role encompassing result measurement, inclusion and intervention advice to support the ongoing high quality of MDF’s portfolio of business partnerships in Timor-Leste. We are looking for a versatile officer with both quantitative capabilities as well as excellent communication and writing skills, good judgment and basic business understanding. The right candidate will be mentored and trained by Palladium in Monitoring and Evaluation and MSD best practice. Gender equality, women’s empowerment and inclusion skills will also be fostered. We are looking for a self-starter, a fast learner with a can-do attitude and leadership potential. Only people passionate about developing Timor-Leste’s economy in an inclusive way should apply. The primary responsibility of this position is to support Quality and Inclusion work of MDF in Timor-Leste over a very busy result collection and reporting period. MDF will invest in training for the selected individual. Day-to-day responsibilities will include support on the following tasks:

  • Collaborating with Business Advisers to develop high-quality results chains and monitoring plans for each intervention, including support to business feasibility analyses.
  • Updating monitoring plans, including expected results with latest information from the field and other sources and ensuring the Management Information System is kept up to date.
  • Collecting high quality secondary research to support the development of new activities, including for example household statistics and export data.
  • Designing field surveys and assisting in the collation and clean-up of data from fieldwork, including participating in field work as required.
  • Supporting the annual aggregation of results by checking information and follow up on missing information.
  • Supporting completion of risks assessments, due diligence assessments and safeguard checks.
  • Briefing new business partners on safeguards and mitigation techniques in line with Palladium’s Sustainable Development Policy.
  • Assisting with the drafting of reports and other information on request.
  • Assisting preparation for any internal or external audits of the results measurement system.

Selection Criteria

  • A bachelor’s degree in a relevant discipline, such as economics, business, statistics, I.T. or equivalent work experience
  • Excellent attention to detail
  • Strong skills with MS Excel
  • Good written and spoken English language skills
  • Excellent written and spoken Tetun language skills.

Selection Criteria – Desirable

  • Experience in monitoring, results measurement, quality and inclusion, or similar.

THE PROJECTS:

The Menzies Global and Tropical Health (GTH) Division is committed to tackling key areas of public health concern that impact on the health and wellbeing of people and communities across northern Australia and the Asia-Pacific region. With a focus on translational research we shape our research program through close collaboration with a diverse range of healthcare providers, policy makers and researchers, to target priority health issues. Our aim is to find meaningful and relevant ways to improve the health of people in our region.

Menzies has recently opened an office in Dili, Timor-Leste. The Timor-Leste office will manage two main projects, STRONG TL and the Fleming Fund Country Grant for Timor-Leste with other smaller projects and partnerships running concurrently.

STRONG TL (Surveillance Training, Research Opportunities and National Guidelines for communicable disease control in Timor-Leste) will address key health system needs (surveillance, research and guidelines) to build capacity to manage Timor-Leste’s burden of communicable diseases. The focus of the Fleming Fund Country Grant for Timor-Leste is to strengthen antimicrobial resistance (AMR) and antimicrobial use (AMU) surveillance systems and antimicrobial consumption (AMC) data capture through building laboratory and clinical capacity in both the human and animal health sectors. The project will facilitate a stronger One Health approach to surveillance, bringing together multi-sectoral stakeholders to share surveillance data and gain a better understanding of AMR, AMU and AMC.

SUMMARY OF POSITION:

The specimen collector is responsible for collection of microbiological specimens for processing in the National Health Laboratory (NHL) and Hospital Nacional Guido Valadares (HNGV) laboratory. Their main focus will be on the collection of blood cultures from patients at HNGV at the time of admission in the emergency department, using proper aseptic technique. The specimen collector will also assist with the collection of other specimens such as nasopharyngeal swab samples, and assist medical and nursing staff with collection and transport of other specimens such as urine, rectal and cerebrospinal fluid as required. They will receive on-the-job supervision and mentoring. The role also involves travel to the district referral hospitals. In the later stages of the project, they will also be expected to be involved in training other staff in specimen collection.
SELECTION CRITERIA:
  • Qualification in a field relevant to the role e.g. nursing or laboratory science
  • Experience in blood taking and sample collection
  • Ability to manage sensitive issues and maintain patient confidentiality
  • Willingness to undertake additional training if required
  • Willingness to travel to the district referral hospitals as required for the role
  • Proficiency in English and Tetum
  • Strong communication skills
  • Good time management skills, with ability to work efficiently whilst maintaining accuracy and quality
  • Willingness to learn, continuously improve and respond positively to feedback and supervision
  • Flexibility and ability to work well in a team
  • Hold or be able to obtain a National Police Clearance certificate

Your opportunity

MDF has multiple (three) four-month internship positions available in our November 2020 intake. In Timor-Leste, interns will support MDF’s efforts to promote economic development, particularly through fieldwork in the agriculture sector.

Our interns will have the opportunity to:
  • Meet with farmers, businesses and government representatives to understand how agricultural markets function. 
  • Assist analysis of agricultural markets, particularly to identify opportunities for, or constraints to, economic growth. 
  • Work with MDF Business Advisers to develop innovative intervention ideas.
  • Communicate with potential partner organisations and assisting the negotiation of agreements with them.
  • Develop good working relationships with partner organisations.
  • Assist with the implementation of interventions, particularly through visits to implementation sites.
  • Monitor results of interventions, particularly through field visits.
  • Undertake other activities as directed by Business Advisers, Country Director, or other representatives of Palladium.

About You

MDF is looking for enthusiastic university graduates with a desire to learn and a keen interest in development in Timor-Leste.

In addition, successful interns will have:
  • A bachelor’s degree in the fields of agriculture, fisheries or economic development. 
  • Graduated within the last two years, with a minimum Grade Point average of 3.0 
  • Excellent skills in Microsoft Office applications (Word, Excel and PowerPoint). 
  • Excellent written and spoken Tetun language skills. 
  • Willingness to travel regularly and extensively within Timor-Leste.
Desirable Criteria
  • Experience with fieldwork, research and data collection. 
  • Good written and spoken English language skills.
