With a team of more than 2,500 employees operating in 90 plus countries and a global network of more than 35,000 technical experts, Palladium has improved - and is committed to continuing to improve - economies, societies and most importantly, people's lives.

Palladium is a child-safe organisation, and screens applicants for suitability to work with children. We also provide equal employment to all participants and employees without regard to race, color, religion, gender, age, disability, sexual orientation, veteran or marital status.

About Market Development Facility (MDF)

Market Development Facility is an Australian Government funded multi-country initiative which promotes sustainable economic development, through higher incomes for women and men, in our partner countries.

We connect individuals, businesses, governments and NGOs with each other, and with markets at home and abroad. This enhances investment and coordination and allows partnerships to flourish, strengthening inclusive economic growth.

MDF is funded by the Australian Department of Foreign Affairs (DFAT). It is implemented by Palladium in partnership with Swisscontact.

In Timor-Leste, MDF promotes economic diversification and poverty reduction through partnerships in agribusiness and tourism. The team also encourages entrepreneurship by providing financial and advisory support to innovative businesses.

Quality and Inclusion at MDF

Quality and Inclusion (Q&I) is central to MDF’s implementation approach. Before approving any new intervention, MDF develops concept notes and results chains outlining proposed activities, and expected outputs and outcomes, including for women and vulnerable groups. Full results measurement plans are later developed for each intervention and used to guide implementation. All MDF technical personnel are involved in Quality and Inclusion activities.

The right candidate will be mentored and trained by Palladium in Monitoring and Evaluation and MSD best practice. Gender equality, women’s empowerment and inclusion skills will also be fostered. We are looking for a self-starter, a fast learner with a can-do attitude and leadership potential. Only people passionate about developing Timor-Leste’s economy in an inclusive way should apply. Women and people living with a disability are highly encouraged to apply.

The primary responsibility of this position is to support Quality and Inclusion work of MDF in Timor-Leste over a very busy result collection and reporting period. MDF will invest in training for the selected individual. Day-to-day responsibilities will include support on the following tasks:

  • Supporting completion of risks assessments, due diligence assessments and safeguard checks.
  • Briefing new business partners on safeguards and mitigation techniques in line with Palladium’s Sustainable Development Policy.
  • Assisting with the drafting of reports and other information on request.
