ChildFund Timor-Leste is looking to hire a Bottleneck Assessment Consultancy to:
- Collect and review relevant project documents and study reports from ChildFund, UNICEF, relevant government departments and other sources as well as travel to the study areas in both Lautem and Manatuto municipalities for consultation and Focus Group discussions with the line government offices that take part in CRVS committee, beneficiary, community leaders and relevant project stakeholders.
- Lead the bottleneck assessment and analysis including designing protocol for assessment and tools for submission to ChildFund for review and approval. The detailed protocol shall clearly describe research questions and methods in detail, data collection tools and formats, work plan to undertake the assignment etc. based on the international guidelines and recommended standard methods.
- Consultant will support data collection for the bottleneck assessment while engaging ChildFund’s MEL Coordinator and Birth Registration Project Coordinator in generating qualitative data from two municipalities (Lautem and Manatuto), 6 Administrative Posts (AP) (3 APs in each municipality); taking a sample as described in section #5 below. The consultant will write a comprehensive draft report on findings/results of the study, and then finalize the report with input from ChildFund project team.
