BACKGROUND:
ADTL is the national coordinating and representative umbrella body for organisations of and for people with disability in Timor-Leste. The organisation was known as the Disability Working Group (DWG) until December 2013.
ADTL was set up in 2004 by five organisations interested in sharing knowledge and experiences about disability work: ASSERT, Katilosa, Klibur Domin, Uma Ita Nian Clinica Aileu and The Leprosy Mission Timor-Leste.
Since then other non-government organisations, disabled people’s organisations and Government departments have become Members. ADTL now has around 15 active Members.
ADTL’s vision is that people with disability are included with equal participation, respect and dignity in all aspects of life in Timor-Leste. ADTL’s mission is to provide first-class leadership and coordination in the disability sector as well as to uphold the rights and interests of people with disability, promote equality, eliminate discrimination and advocate for disability-inclusive development in all ADTL work.

POSITION DESCRIPTION:
Community Based Rehabilitation (CBR) is the World Health Organisation’s best-practise method for working with people with a disability in developing countries.
In 2013 a pilot education program was developed by ADTL, its partners and the University Nacional Timor Lorosa’e (UNTL) to provide formal academic training to 17 current CBR workers. The initial year-long ‘CBR Diploma 1’ course will conclude in June 2014. ADTL and its partners are looking to continue and expand the course in 2015.
The Course Manager is responsible for overseeing planning, administration and management of the Diploma Program in cooperation with the UNTL and the Program’s partners and teaching staff.
The Course Manager will work alongside an overseas volunteer until July 2014 to develop familiarity in the position. The position reports to the Program Coordinator, ADTL at the administrative level and the Executive Team, ADTL at a Strategic Level.

· Coordinate the day to day administration of the CBR Diploma Program including supervising and prioritising the CBR Diploma Assistant’s work duties and overseeing (and improving where necessary) administrative processes.
· Collaborate with the Program’s teaching staff regarding the planning and supervision of lessons and ensure that the planned curriculum is maintained. Develop systems to monitor and review lesson effectiveness, facilitation standards and quality of the course materials.
· Plan and arrange regular meetings of teaching staff where information, news and ideas are shared and issues raised. Work with relevant staff to follow up action items and issues from these meetings.
· Effectively communicate with the Program’s stakeholders. Provide regular financial and narrative reports and updates to the Program’s sponsors. Ensure that all relevant partners are engaged in strategic decision-making as required.
· Help to coordinate, and participate in, strategic workshops and discussions between partners and stakeholders to identify and overcome significant issues and work to improve the Program.
· Along with the Program’s partners (both International and National) and stakeholders develop and implement a project plan and curriculum for the 2015 CBR Diploma Course.
· Manage the 2014 CBR Diploma budget, financial processes and reporting. Ensure the probity of service contracts and the efficient payment of contractors in accordance with ADTL’s financial policies.
· Develop a CBR Diploma budget for 2015 in coordination with the Program’s donors.
· Draft and finalise MOUs clarifying the roles and responsibilities for between partner organisations (including the UNTL) for 2015.
· Draft and finalise staff contracts clarifying the roles and responsibilities for teaching staff in 2015.
TERM & SALARY:
· 12-month contract position (strong possibility of contract extension).
· Annual Salary $300 - $500 per month (Salary level negotiable based on skills and experience).
· Other conditions (leave, overtime, penalty etc.) are consistent with Timor’s Labour Code 4-2012.
START DATE:
June 2014
SELECTION CRITERIA:
Essential:
· At least 2 years demonstrated experience in program management.
· Tertiary level degree.
· Good spoken and written English.
· Experience in budget management and understanding of broad financial concepts.
· Experience in relationship management of international partners and donors.
· Computing skills and familiarity with MS Office Software including Excel.
Preferable:
· Work experience in one of the following fields: community development, health/disability policy, and/or education administration.
· Knowledge of CBR.
· Bachelor degree or above in business, administration, public policy, management, education, community development or other relevant field.
